Difference between town & city.

District : It is termed as area of a country or city characterized by a particular feature or activity, other terms used for understanding are zone , vicinity , domain , region , block etc .

City : As we all stay in a city ,we are familiar with the term Urban , So it is urban area where population is dense.

Town : It is usually termed as the place larger than a village and smaller than a city.

Difference between TOWN and CITY.
  • Town is scarcely populated whereas City is densely populated.
  • Cities cover wider area than towns.
  • Cities can merge with surrounding areas.
  • Generally towns don't expand like cities does.
  • Cities are properly planned and equipped with modern amenities .

In short expanded towns are called cities.

Demographics of India
India has in all 28 States & 6 Union Territories ( Delhi , Pondicherry ,Chandigarh , Andaman & Nicobar Islands , Dadra & Nagar Haveli , Daman & Diu , Lakshadweep.)
As per 2011 record , there are 640 districts in India.
There are 660 number of districts in India.

I am doubtful about the number of cities & towns because they are decided on the basis of certain factors like population etc.
